About Katy

Katy Padilla Stout is a lifelong Texan, wife, mother, attorney, and former public school teacher who has dedicated her life to serving children, families, and communities across Texas’ 23rd Congressional District.

Raised by a single mother, Katy understands the challenges working families face. Her father and grandparents were migrant farm workers from Dimmit County, and her great-grandfather worked as a custodian for many years at the Bexar County Courthouse. These humble beginnings shaped Katy’s belief in hard work, integrity, and opportunity for all.

After graduating from Lee High School in San Antonio, Katy earned her bachelor’s degree in Education from The University of Texas at Austin. She returned home to teach elementary school in Northside ISD, gaining firsthand insight into the struggles of educators, parents, and students. Driven to advocate for families on a broader scale, Katy earned her law degree from South Texas College of Law and built a respected practice in child welfare and education law. Today, she works alongside her father at their family firm in Carrizo Springs, fighting for children and families in some of the most challenging circumstances.

Since 2017, Katy has served as an appointed member of the Bexar County Child Welfare Board, working to strengthen systems that protect vulnerable children and support families in crisis. Katy also serves as a member of the Board of Directors for Artvango Therapeutic Services, a non-profit committed to uplifting and healing children affected by the cycle of abuse, poverty and trauma through the use of expressive therapies and caregiver involvement.
As a proud mom of four young children—two of whom were adopted through foster care—and knows what’s at stake for families across TX-23. Katy and her husband, Austin, a career prosecutor, live in Leon Springs with their children and two beloved dogs. She serves on the executive board of the PTA for Rawlinson Middle School and Aue Elementary School. Her family’s story reflects her deep commitment to creating a future where every child and family has the opportunity to thrive.

Katy is running for Congress because she believes our families deserve leadership grounded in integrity, service, and compassion—not political games or distractions. She will fight for affordable healthcare, strong public schools, and a future where opportunity isn’t determined by your ZIP code.
